Inconvenience having arisen from there being but one Ghaut Serang in the Colony, in consequence of his having no competitor whatever, whereby he was enabled to impose upon the Lascars, who by the Ordinance under which such Ghaut Serang is appointed, are generally compelled to find employment through his agency; I brought the question before the Legislative Council who unanimously concurred in the propriety of abolishing the monopolizing principle of the present Ordinance, and of substituting therefor provisions whereby the Governor in his executive capacity should be enabled to appoint two or more.
